It could possibly be a fan with a worn down bearing or axle in a fan, but it's more likely to be something like a transformer or voltage stepper, perhaps in the powersupply. Get a technician to check your PC out if the problem persists, cause it's always good to be on the safe side.
I'm using aspire v5-552g and fan is too loud even when computer is running idle, about twice as loud as asus from the same price range I have next to me (both computers are week old and used on the flat desk). When I start watching movie or anything that will slightly use processor power the fan gets activated in fast mode and gets way too loud.
